Angeline Chen 
President (2015)

Angeline Chen is an attorney and sole practitioner focusing on immigration law. Ms. Chen received her Juris Doctorate from the University of Pennsylvania Law School, an Ivy League school ranking in the top 10. In addition, she received a Certificate of Study from the School of Business and Public Policy at Wharton School, University of Pennsylvania School of Business. She graduated cum laude from University of California, Irvine, where she earned her Bachelor of Arts in Sociology, with a minor in Philosophy and Criminology, Law and Society.
She is a member of Phi Beta Kappa, the American Immigration Lawyers Association (AILA), the Los Angeles County Bar Association (LACBA), and is a board member of the YWCA Foothill-Pasadena Valley, and an advisory board member of Kaslem Mandala
. She speaks English, Spanish, and Mandarin and Hakka Chinese. From 2004 to of 2007, Ms. Chen served as a Board Member and National Representative to the Los Angeles Chapter for the National Asian Pacific American Women’s Forum (NAPAWF)

Emily Huang

Emily Huang is a certified public accountant (CPA) and a manager at firm in Los Angeles. Ms. Huang has more than sixteen years of experience in public accounting. She has a wide variety of knowledge in various industries, including financial institutions, law firms, insurance, pension, manufacturing and distribution, oil and gas/energy, direct response marketing, internet marketing, and entertainment. She graduated from University of California, Berkeley, where she earned her Bachelor of Arts in English, with a minor in Business Administration (with emphasis on accounting). Ms. Huang is a member of the American Institute of Certified Accountants (AICPA), the CalCPA, and is a board member of the YWCA Foothill-Pasadena Valley.

Grace Yuen

Grace Yuen is currently a Vice President at Siebert Brandford Shank & Co, LLC. She has more than ten years of experience in public finance and has served numerous municipal bond issuers in the structuring and execution of their transactions across the West, Midwest and Mid‐Atlantic regions.  Additionally, Ms. Yuen has served various healthcare clients and has worked on more than $1 billion senior managed financings for not‐for‐profit hospitals and health systems. Since joining Siebert Brandford Shank, she has worked with a number of municipal governments in California and is a member of Women in Public Finance Los Angeles. Ms. Yuen has a B.A. from The University of Chicago and holds FINRA Series 7 and 63 securities licenses.

Jennie Morales

Staff Counsel Specialist
State Compensation Insurance Fund

Jennie Morales currently serves as the Staff Counsel Specialist for the State Compensation Insurance Fund. Jennie received her Bachelor’s Degree in Political Science from Loyola Marymount University, and went on to pursue her Juris Doctor from Southern University Law Center in Louisiana. In her current position with the State Compensation Insurance Fund, Jennie handles complex defense litigation. Her focus and her community work and activism has been centered on empowering minorities, especially young women. She is dedicated to encouraging and promoting education and raising the self esteem of women.

Prior to the YWCA, Jennie has served on the Board of The Los Angeles Center for Law and Justice, which has existed since 1973 and provides high quality free legal representation, education, and advocacy to low-income residents. The Board of The Los Angeles Center for Law and Justice specializes in family, housing, and government benefits law. She has also served on the Board of Planned Parenthood of Los Angeles, which provides convenient and affordable access to a comprehensive range of quality reproductive health care and sexual health information through patient services, education and advocacy. Additionally, Jennie is a current member of Latina Lawyers and the Junior League of Pasadena.


Lupe Perez

Green Splendor Landscaping, Inc.

Lupe Perez founded Green Splendor Landscaping, Inc. in 2006 to provide services in the areas of landscape design and maintenance; irrigation installation and repair; tree trimming and removal; and lot clearing and construction clean-up. Ms. Perez holds a Landscaping Contractor’s License (C-27 #975522) and is certified by the State of California Department of Transportation (CALTRANS) as a small and woman-owned business. In addition to day-day-day management of her business, Lupe is very active in social and community activities and currently serves as President of the Board of Directors of the Pasadena Chapter of the YWCA. Lupe is a resident of Pasadena, CA and a graduate of Pomona College in Claremont.

Ana Acevedo is the Senior Corporate Affairs Counsel at PVC Murcor. She graduated with her Juris Doctorate from the University of Pennsylvania Law School in 2006, and her Bachelor of Economics in 1998. She currently resides in Altadena, CA.

Diana Burks-Goodman (2015)
Fantastic Sams - Pasadena

Diana Burks-Goodman is the owner of a Fantastic Sam’s salon in Pasadena, CA. She is also a Vice President for the International Women’ club, serving Monrovia, Liberia; and has served as Co-Chair of the Leprosy Control Foundation in Monrovia, Liberia. Ms. Burks-Goodman also served as member of the Hope Committee, a Bahai’ sponsored community volunteer support program, and served on the Pasadena Western Justice Center Committee.



Marie Cantor (2014)

Marie Cantor has been the Associate Director of Foundation Relations for the Pasadena Senior Center for the past three years. Prior to that, Ms. Cantor was with Children's Hospital Los Angeles, also working in development for eleven years. She graduated from USC in 1996 with a degree in Biomedical Engineering. Marie lives in Altadena with her husband and two young boys.

Ellen Ligons (2015)

 Ellen is the retired former Dean of Career and Technical Education at Pasadena City College.She began her career by working first as a long-distance operator and then as an investigator for Pacific Telephone Company before starting her career at PCC as a secretary. Over her more than 20 years at PCC, sherose through the ranks and became the first African American, full-time, tenured professor in PCC's business division, ending her career as theDean of Career and Technical Education.

As an educational leader, Ellen has served her community in a variety of capacities. She's served and chaired more than 47 committees at PCC including numerous hiring committees for faculty, staff, and administrators. She has also been heavily involved in revitalizing the Northwest section of Pasadena, serving on the Northwest Task Force, writing proposals, and serving in the office of Northwest Affairs. She has also servedand created community events for organizations as diverse as the Pasadena Mental Health Center and Mustangs on the Move at John Muir High. She has been a member of the Pasadena Alumnae Chapter of Delta Sigma Theta Sorority, Inc., for more than 30 years and has chaired or co-chaired several important committees.

Ellen is a graduate of PCC, La Verne University, and Cal State University at Los Angeles.

Janie Marquez (2016)

Janie works closely with a team of experts to deliver the bank's full range of financial solutions to serve the needs of complex corporations and high net worth individual and their families. A specialist in Professional Latino Business Firms and Small Businesses, Ms. Marquez was recently awarded as the Top Relationship Manager for CNB. Prior to joining CNB, Mrs. Marquez spent eight years with Union Bank, where she began her banking career. Ms. Marquez is a mother to 3 beautiful children, and volunteers teaching financial literacy for non-profit organizations that help underserved communities.

Lurdes Medina (2015)
Bella Sol The Salon


Lurdes is the owner of Bella Sol The Salon located in Pasadena. She began her career in the beauty industry ten years ago, owning her first tanning salon. Best known for re-defining the art of spray tanning and for her flawless airbrushing technique, Lurdes quickly established herself as one of the best in the industry. This lead her to relocate and expand her salon to offer additional services. She is also the official airbrush artist for the 2015 Miss Pasadena, 2015 Miss Malibu, 2013 Miss California/Miss Teen Beauty Pageant and official judge for the Miss Teen Los Angeles 2014.

Apart from being the mastermind behind the brand she's created, Lurdes serves various nonprofit organizations. As a Donate Life ambassador she educates the public on the importance of organ donation. In addition, Lurdes has been a licensed foster mom for the last five years with Optimist Youth Home & Family Services, providing a temporary home for special needs children in foster care. Most recently she became a board member for the YWCA Pasadena—Foothill Valley to participate in working towards eliminating racism and empowering women.

Rebecca Medina (2015)

 Rebecca is an experienced senior level social service professional who has worked as a non profit consultant, Director of Casey Family Programs, and Mental Health Manager of Bienvenidos Children's Center. She cares deeply about championing social services and the needs of children in this community which has lead her to volunteer for the Pasadena School District. Rebecca is a University of California alumna.

Gayle Montgomery (2016)
Southern California Gas Company

Born and raised in the LA area, Gayle has an extensive background in philanthropy and volunteerism, having raised funds and volunteered for countless nonprofit organizations through the years, including the Smithsonian Institution, Southwest Museum, Maryvale (a residential shelter for abused girls), and a number of veterans organizations. She recently completed a 6-year stint as President of the Sempra Employee Giving Network, Los Angeles Advisory Council, and oversaw fulfillment of grant requests from a host of Southern California area nonprofits, shepherding a team of 20 or more volunteers. She currently serves as the Communications Lead for the Local Diversity and Inclusion Council, promoting diversity and inclusion awareness in the work place.

Before joining SoCal Gas, Gayle worked for Southern California Edison for 24 years, and was a fundraiser for the Los Angeles Philharmonic’s Friends of the Philharmonic for 5 seasons. She ran a pro bono jobs board for museum professionals for 13 years and was a successful blogger for the local area Patch. She served as Mistress of Ceremonies for Special Olympics for many years, and has created and overseen a host of in-kind drives for local area charities, most recently fulfilling the needs of over 600 homeless individuals across 3 counties.

Gayle holds an Associate of Arts in Language and an Associate of Science in Business, both from Citrus College, a Grant Writing Certificate from Pasadena City College, and attended the UCLA Nonprofit Management Certificate Program. Gayle is a passionate and accomplished community activist and resides in the San Gabriel Valley.

As Latino Marketing & Recruiting Manager for New York Life, Ms. Montoya is responsible for attracting, hiring, and retaining top sales talent to serve the financial needs of the Latino community. She is a Pasadena resident with strong community and business contacts and has experience serving on other nonprofit boards, including the National Latina Women Business Association.   


Carmen Vargas
Senior Vice President Public Finance

Carmen Vargas has called Pasadena home for the past 14 years. Prior to Pasadena, she lived in San Francisco, New York and Providence, RI where she earned BA Degrees in Political Science and Ethnic Studies from Brown University.  An investment banker who specializes in Public Finance, Carmen has nearly 17 years of experience and is currently a Senior Vice President for BOSC, Inc. She has worked with a broad array of issuers throughout California including cities, counties, K-14 school districts, utility districts, airports, non-profits and higher education institutions. Carmen also understands the importance of creating leadership and networking opportunities for women in the public finance arena. She has worked over the past three years to establish three Women in Public Finance (WPF) chapters in California (Los Angeles, San Diego and Northern California), is a Founding Member of WPF Los Angeles, and is currently serving as Vice President in charge of philanthropic efforts. She is also an Associate Member of the California Society of Municipal Finance Officers, Member of the Association of Women in Water, Energy and Environment and a Member of California Women Lead. She enjoys speaking to middle school and high school students about careers in investment banking, her college experience, and the importance of philanthropy.

In addition to serving as a Past Treasurer and Past President of the Board of Directors of the YWCA Pasadena-Foothill Valley, Carmen is a Board Member for Mothers' Club Family Learning Center.
Her love of civic engagement comes from her mother who spent many years volunteering as a community organizer, mobilizing community groups to push a number of initiatives including an increase to the State's minimum wage in the 1988.

Patty Whong
Business and Trusts Attourney

Patricia (Patty)Whong is a Business and Trusts attorney who works part-time with the Law Offices of Dennis Huang. She is a graduate of the University of Pennsylvania Law School, where she served as an Articles Editor for the Journal of Constitutional Law. She majored in Women’s Studies at Wesleyan University, graduating with Departmental Honors, where she focused on visual representations of Asian and Asian Americans. She is a mother to three children and in her spare time, she enjoys knitting, gardening, playing ultimate frisbee, and leading her daughter’s Girl Scout troop ;
